County hears commendation of Dina Jo Losoya, Probation officer

MARFA — Dina Jo Losoya, a Tri-County Juvenile Probation officer, has been commended for her 15 years of service. Division chief Jerry Castellano gave the presentation ceremony to commissioners Brenda Bentley, Eloy Aranda, Lorenzo Hernandez, Loretto Vasquez, Judge Guevara, and members of the public present for Tuesday’s Presidio County Commissioners Court.

Castellano began with a short tribute to the work Losoya does on a day-to-day basis, telling those present that the justice system for adults is black and white. “Perceivably, adults are accountable for their actions and you just do what you need to do with that, without a second thought,” he said.

Losoya’s work with juveniles is a markedly different task: “With juveniles you have a component that they’re not accountable for themselves. They’ve got parents that are in prison or have substance abuse problems, or things of that nature.” Losoya’s work saw her “try to input structure into a child who is engaged in criminal activity because he doesn’t have that direction.

“This might be the only the mom the juveniles will ever experience.”

Castellano cited African-American social reformer and abolitionist Frederick Douglass, who said, “It’s better to build strong children than to fix broken men.’ Miss Losoya really takes that to task.”

Losoya is an Alpine native, who graduated from of Alpine high school and Sul Ross State University. “Her parents were the foundation for her upbringing and the characteristics that she brings forward to the department,” Castellano said.

Castellano read from the plaque before presenting it to Losoya. It read, “‘Presented to Dina Jo Losoya in appreciation for your service and dedication to the children of Brewster, Jeff Davis, and for her concentrated efforts in Presidio County for the past 15 years, we are extremely grateful. Thank you.’”

Commissioners and Judge Guevara offered their congratulations to Miss Losoya.
